中文摘要 | 九江映廬電燈公司成立於民國六年,至民國二十三年,因經營困難,由建設委員會 (以下稱建委會) 接管,代為整理,不僅解決困難,且使營業步入佳境,收入增加,支出減少,獲利大增,至為成功。二十六年再交回原公司經營。建委會整理之成功,其原因約有下列四端:一、資金的籌得,建委曾得以從事整理。二、人才的優秀,建委會整理人員,學識較高,能力較強,經驗也較佳,故在技術、管理兩方面,得以改善。三、社會較安定。映廬公司成立,且能維持十七年之久,亦有所得,不斷擴充,是社會安定、經濟繁榮有以致之。但自民國十八年至二十二年間,國共內戰,社會不安,經濟衰落,電業疲困。建委會接辦後,社會情況轉佳,有助於電業復興。四、公權力的發揮。建委會有政府支持,能取締私燈竊電,按章收費,故收入大增,是為最重要的原因。此一個案之研究,顯示三重歷史意義:一為公司本身困難,缺乏資金與人才,這是中國早期人多數電氣事業所面臨的困難,有其時代性;二為政府角色,至為重要,建委會的表現,恰如其分,說明早期電氣事業,有賴政府的維護;三為地方文化色彩,也反映在企業經營之中。映廬公司之成立及經營力式,與此有關。 |
英文摘要 | The Yi-lu Electric Light Company was established in Jiujiang in 1917. Immediately afterward, this private business ran into various difficulties and the National Construction Commission (NCC) decided to take it over for reorganization in 1934. The reorganization turned the losing business into a profitable one and restored the management to its original owners three years later. The NCC succeeded for the following reasons: 1.It pumped the needed capital into management. 2.It provided qualified personnel in both technology and management. 3.It enjoyed a stable social environment. 4.It used public authorities to help collect electricity fees. This case study sheds light on the following three points: 1.Shortage of capital and qualified personnel were common for the private business at the time. 2.The government played a decisive role in developing electricity businesses throughout China. 3.Local customs and connections had their role in establishing and managing a private company. |
