中文摘要 | 台灣的災害管理內涵與機制除參考美國、日本之外,亦常與鄰近的新加坡交流,其承襲自英國的思維與因應其國家特色所發展出的災害管理實踐,在實務運作上有許多經驗值得同為亞洲已開發國家之列的台灣參考。本文首先彙整新加坡的環境與社會背景及災害特性,並分析其現今災害管理運作以透析其內涵。在時間的發展上,新加坡的民防體系由協助維護社會治安功能漸轉為災害管理為重;其中,新國政府以全政府整合風險管理的思維,將民防部隊在國家機制中擺放於民防計畫的主要位置,為整合的典型,而此作法與不同機關單位分別負責防救災工作的台灣有很大的差異。新加坡未來的災害管理課題包括社區層級的警戒、國家指揮組織的彈性、動員大規模資源以因應突發災害的能力,及增進亞太與東南亞區域內政府間的合作。 |
英文摘要 | Although the Taiwanese disaster management system is based on the U.S. and Japanese systems, it has long been sharing its experiences with Singapore, which adopts the U.K. system. This article reviews Singapore’s environmental background and disaster information and uses it as a lens to analyse the nature of its current disaster management system. The operations of the Singapore Civil Defence Force range from social safety to disaster relief. The Singaporean government’s ‘whole-of-government integrated risk management’ approach makes the force the pioneer of the Civil Defence Plan. This approach is significantly different from Taiwan’s task division and is a paradigm of integrated emergency management. Although Singapore has a sound disaster management system, it has to strive to remain alert and flexible at both the community and national level, mobilize vast resources to deal with catastrophes, and promote further collaboration in the Asia-Pacific and ASEAN regions. |
