中文摘要 | 基於公務訓練機構的未來已轉向從事研究開發,朝策略性、整合性工作方向發展,並扮演組織變革的建言者與催生者的角色,實現培訓人才,進而達成公務機關的策略目標。職是之故,為能因應此一轉型之趨勢,致力於提昇訓練績效與競爭力並兼顧公務訓練機構所具公共性的特質,重新建構我國總體訓練機構的架構,思索可資轉型的策略,並帶動公務人員的能力建立,成為本文關注的重點所在。 本文第二部分標舉策略導向、顧客導向、績效改善導向和課責導向,做為思考我國訓練機構的轉型原則,並在這些原則的引導下,運用 SWOT 方法針對整併、行政法人化、去任務化和改制四項轉型策略進行分析。本文認為有關我國訓練機構的轉型議題,理想上最好配合未來憲政改革與中央政府組織改造,且各項轉型策略都應考慮績效評估機制必須建立、訓練需求調查必須確實,以增進組織轉型成功的可能性。 |
英文摘要 | The trend of public training institutes is devoting more time in research and development. They can also play the roles of advisors and catalyst in the process of organizational change. They educate employees, on the one hand, and contribute to the strategic goals of public agencies, on the other hand. Therefore, we focus on the strategies of public training institutes’ transformation, which should cope with the constitutional change in the national level, in order to increase the competency of public employees. The second part of this paper provides four orientations - strategic, customer, performance, and accountability - as guiding principles of public training institutes’ transformation. We also use SWOT method to analyze different transformative strategies. We argue that the authorities are better to tailor their transformative strategies to meet the future need of constitutional and central governmental reforms. Besides, other supplementary measures, for example, the introducing of training performance assessment or to carry out the training need investigation, can also be considered, to increase the possibility of organizational transformation. |
