中文摘要 | 傳統上教師薪給制度的研究往往被視為一項個別議題,抽離於教育改革或學校組織改革的系絡來探討,忽略了教育系統變革的策略目標與教師薪給政策之間的連結性。因此,本文從策略性的角度來探討中小學教師薪給制度的設計,強調將教師薪給視為一種能夠重建與強化教育改革目標與策略的核心要素,教師薪給政策與制度的設計必須要能積極回應教育系統的改革目標與策略,成為吸引、留住與激勵適任優質教師的有效工具。本文首先先就策略性薪給的概念作一說明;繼之從我國中小學教育改革的三大策略面向:重視教學成果、課程改革與組織再造,指出教師薪給制度的設計必須要能有效引導教師重視學校績效目標、激發專業成長、鼓勵教學創新與培養協同合作文化。接著歸納分析學理上與實務上常見的教師薪給制度的類型與設計內涵;最後再就我國目前僅強調年資與學歷的教師薪給制度設計提出改革建議。 |
英文摘要 | The issue of teachers' compensation of the primary and secondary school system has long been ignored in the discussion of the educational reform in Taiwan. As a result, the compensation system is not able to support organizational goals, structures, and human resource needs presented in schools today. This paper attempts to bridge that gap by considering to develop a new teacher compensation system which aligns with the goals of educational organizational reform. It begins by discussing the concept of strategic compensation, and then examines implications of educational reform strategies on the emergent need of re-designing teachers' compensation system. With the strategic thinking in mind, the new compensation system proposed in this paper includes several new tools that enable schools to attract, maintain, and motive teachers, on the one hand, and on the other hand encourage teachers to pursue self-growth, innovation in teaching and team work behaviors. |
