中文摘要 | 多元化管理已經成為當代組織人力資源制度中不可或缺的一環,其不但是時勢所趨,更是組織競爭力的來源。本文主要研究目的在於介紹此一公務人力多元化發展的概念與實務,並且借鏡先進國家之實施經驗,以探討分析多元化管理在我國現行公務體制中的執行概況。本文並兼論人力招募階段的多元化管理課題,即國家公務人員考試方面的多元化規劃及國民考試權利保障之問題。本文主要研究方法為相關文獻回顧分析、國外先進國家相關經驗之瞭解,以及對我國制度實務之評估。本文研究發現在我國公務人力團隊中應可再進用更多的女性高階成員與年輕成員,而原住民族及身心障礙者所擔任的公務職別仍然有限,應可在更多的政事領域中進用原住民族與身心障礙者。 |
英文摘要 | Diversity is often selected as a major managerial issue since changing demographics make it more important to recruit, retain and manage a diverse workforce. Diversity Management is a strategy to promote the understanding, acknowledgement and implementation of diversity in organizations and institutions. Effective diversity management strategy has a positive effect on cost reduction, creativity, problem solving, and organizational flexibility. With an emphasis on the protection of human rights to national examinations, this study assesses the diversity efforts of pubic organizations in Taiwan. Results show that related reforms have been achieved in eliminating age, ethnicity or gender requirements that do not have a bearing on specific jobs. This study concludes with suggestions for an increase in high-rank female and youth workforce and assisting groups such as disabled and indigenous persons who have historically been disadvantaged by providing them opportunities in public service, which also results in government agencies being more truly representative of the greater society. |
