中文摘要 | 後期中等教育位於強迫的義務教育,以及進入進階教育或工作職場之問,此一階段不僅複雜,亦是教育體系中一個關鍵性的轉折點。也因此,在從事各項國際比較時,就必須更加護慎,避免不當的比較所容易產生之錯誤。基於上述體認,本文主張:為了提高國際比較教育研究的嚴謹與政策參照採用的正確性,在不同國家之問蒐集的資料應有其可對等性,方能正確且適當地詮譯與比較。而聯合國教科文組織所制訂的「國際教育標準分類 1997 」目前廣為各國所採用,因此,值得教育研究人員與教育政策決設者重視,以清楚地對照出其教育階段與課程類別。本文依序說明此一分類標準之練起與發展、架構與原則,也以徒期中等教育階段為例提出說明,最徒並特別針對我國高中職教育各種類型課程之特性,嘗試以「國際教育標率分類 1997 」之階段與概念來加以詮釋。 |
英文摘要 | Upper secondary education is a critical juncture which is commonly located between compulsory primary education and post—compulsory tertiary education or later market in most of countries. It becomes very important that making a comparable comparison between different countries will rely on a reasonable and well-recognised comparative framework. It is therefore argued in this article that international comparison of educational information or statistics should be based on a comparable framework for improving the qualities of policy—making as well as academic comparative researches. The International Standard Classification of Education (ISCED—97) proposed by the UNESCO is recommended as a key classification for reference. This article illustrated the formation, framework and criteria of the ISCED—97. In particular, the classification for upper secondary education is explained. Furthermore, an attempt had been made to re—conceptualized Taiwan’s upper secondary education in terms of ISCED—97. |
