中文摘要 | 民主與行政之間的相容性,一直是公共行政學界探究的課題,而在諸多的學理探討中,代表性文官體系理論占有一席重要的地位。該理論指出文官體系的人力組成結構如具有「消極代表性」(即具備社會人口的組成特性),則較能充分地代表社會上各類人員之利益並反應出他們的偏好與意見,也就是會具備「積極代表性」。許多公共行政學者常引用「代表性文官體系理論」來合理化文官體系的行政權力,指出文官體系比起民意機關或政治性任命人員更具「消極代表性」與「積極代表性」,故其有權力為社會做權威性的價值分配。有關該理論的辯論省思與實證研究,在國外公共行政的文獻中可說是不勝枚舉,但我國公共行政學術社群對此理論的討論與研究卻十分有限。因此,本文以性別為焦點,透過實證資料之蒐集,分析性別差異對行政院暨其所屬一級機關公共管理者任用之影響,並以女性行政菁英的比例與民意代表及政務領導的女性比例做比較,以台灣本土實證資料來檢驗西方代表性文官體系理論,並從實務的角度,提出一些促進社會流動與推動性別平等的政策建議。 |
英文摘要 | The compatibility between democracy and administration is a major research focus in the field of public administration. One suggestion for reconciling democracy and administration is the theory of representative bureaucracy. It is argued that a bureaucracy that represents a cross section of a society (i.e., passive representation) will reflect the interests and opinion of the public (i.e., active representation). This theory has been used to legitimize the bureaucratic power. In other words, the civil service as a whole is more representative (both passively and actively) than the elected officials as a group, and as such, the bureaucratic power exercised by the civil service to determine ”who gets what” is justifiable. The literature of the theory of representative bureaucracy is abundant abroad but very few in Taiwan. Accordingly, this study focuses on gender equality, collects empirical data of public manager appointments in the Executive Yuan and the first-level agencies, and analyzes the impact of gender difference on public manager appointments among these agencies. In addition, this study applies empirical data collected from Taiwan to test the theory of representation bureaucracy by comparing among female representation indices of administrative elites, political appointees and legislators. Finally, this study proposes a number of policy suggestions to enhance social mobility and to promote gender equality in Taiwan. |
