中文摘要 | 歐洲聯盟乃是基於區域整合及經濟成長的理念而成立,持續倡議大型的整合型教育與訓練政策,政策目的是達成2010年歐洲成為「世界上最具競爭力的知識經濟實體」之目標。本文以內容分析法為研究工具,針對歐盟近年來所推動之各項整合型教育與訓練政策,分析其政策內涵及未來趨勢,歸納出歐盟教育政策實踐的三大策略為:利用白皮書與強化資源整合來逐步落實終身教育的目標、培養多元語言文化素養以推進合作交流、利用網路科技達到全球知識與資源共享的理想,並提出可供我國借鏡的三個啟示:建立產學合作的終身學習及技職體系、政策間橫向措施的建構、藉由網路科技提升我國學術研究能見度。 |
英文摘要 | To become the most competitive knowledge-based economy unit, the European Union (EU) has been dedicated to regional integration and economic growth. After a few years’ experience, EU realized that to fully achieve its economic goals, it needed cultural consensuses as a context, which could only be internalized by long-term, large-scale educational policies. This paper employs content analysis to analyze EU’s main educational policies and future trends. It then concludes three strategies used by EU for effective policy implementation. At the end, it proposes three recommendations for the Taiwanese government to obtain global competitiveness and to integrate into international society. |
