中文摘要 | 「政商關係」是指政府機關與企業財團的互動過程。中、外史實裡,頗多事例存在;而學術上的探討,更日益受到重視。許多學者或從單一面向(如政治的、經濟的...)去陳述;或兼顧兩個層面(如政治-經濟,經濟-社會,...)而分析;本文則綜合政治、經濟、社會三個層面的互動關係為基本架構,試圖解析戰後臺灣地區政商關係的演變。 大體言之;第一階段(1949-1980年代末)的政商關係,呈現一種「不平等互利型」,政府對企業有優勢的支配力量,但亦給與利益,使其擁護。第二階段(1980年代末迄今)則轉型為「平等新結盟」模式,國家雖仍有一定程度的自主性,但民間社會的力量則不斷增強。有些利益團體足以和政府抗衡,且執政者為了本身統治基礎,亦尋求企業財團的結盟。本文從:(一)解釋觀點,(二)國際情勢,(三)政府政策,(四)企業作為,(五)民間社會等五個要項,說明轉型的現象與內涵,最後並指出政商關係新結盟的歸因及其正面、負面影響。 |
英文摘要 | The politics and business interacted closely with each other since the ancient times. On one hand, it enhanced nation's political and economic development. On the other hand, it interfered the equal and just distribution of resources. Previous research of politics business connection focused on concrete descriptions of involved actors, events, big corporations, or interactions between government and enterprises. This paper analyzed dialectic relationships among the political, economic and social dimensions in the lights of the historical paths and international interactions. This article is a further elaboration of the author's previous paper on "money-power politics." In order to study the historical backgrounds of Taiwan's politics-business connection, the author thought one needs to consider "KMT's politics-business characters" and "the politics-business connection" before the Retrocession of Taiwan to China. These two factors have affected later politics business connection. The author divided such development into two stages. The first one, from 1949 to the end of the 1980s, is called "uneven beneficiary type," while the second stage, from the end of the 1980s to the present, is called "even coalition type." The author used 5 angles to ex-amine each stage. They are; (1) explanation frameworks, (2) international situations, (3) government policies, (4) enterprise's behavior, and (5) people's responses. At the end, this article analyzed the causes and effects of the transformation of Taiwan's politics-business connection, since the end of the 1980s. |
