中文摘要 | 荒野地區溫泉的遊憩利用一直為保育團體及所屬管理單位所關心的問題,由於未開發之野溪溫泉多位處偏遠地質脆弱地區或生態保育範圍,過量的遊憩使用不僅破壞環境,更減損遊憩體驗之品質,因此建立一套開放使用的評估機制勢必成為當務之急。本研究針對此目標以專家座談與郵寄問卷方式建立評估荒野地區溫泉開放使用的準則,並以陽明山國家公園內的八煙溫泉為例,評估其開放使用的可行性。在此架構中主要考慮三大構面,即以自然資源、經營管理、及民眾需求為主建立一套多階層多準則的評估架構,再經三十位專家比較評定後建立各評估條件的權重。由研究結果得知,專家認為開放荒野地區溫泉使用最重要前三項條件依序為遊客管理難易度、現有法令可行性、以及溫泉的出水量;而對整體架構而言,最重要的準則仍在於自然資源層面之適宜性。依此準則進行八煙溫泉開放使用之可行性評定,結果發現八煙地區並未達到開放標準,因此建議暫不開放。 |
英文摘要 | The recreational usage of hot spring in wild stream is a critical issue for conservation groups and public agencies. Because of environmental fragility, many location of wild hot spring do not open for public recreational usage. Therefore the purpose of this study is to set up a systematic procedure to evaluate the possibility of openness for wild hot spring area. Analytic hierarchy process (AHP) is the evaluated procedure used in this research, the hierarchy to be analyzed has three level and seventeen sub-criteria. All these sub-criteria are rooted from three criteria of the first level, which are nature resources, management, and public demand criteria. The research engaged a penal of specialists to determine the priority and related weight of these criteria. This penal include the scholars from geography, natural preservation, recreational planning, and forest areas, as well as personnel from conservation groups and from related public authorities. The results showed the top three important ones among these criteria are ‘control of visitors’, ‘rule and regulation’, and ‘the amount of stream flow of hot spring’. When applied the criteria to the case study area, the result shows Ba-yean hot spring area is not suitable for open for public. Therefore the research suggests this area shall remain in wildness status. |
