| 中文摘要 | 政黨合併是黨際關係中一種特殊且較少被論及的關係型態,時值臺灣重大的歷史時刻,有其深耕的迫切性,本文先由政黨合作、政黨聯盟、政黨重組等相近概念的辨析著手,以凸顯本文所採取的組織研究途徑與其相異之處;其次則透過組織合併意義的引介、組織合併與政黨合併異同的比較,說明政黨合併的特性,指出政黨合併的主要目標,在於重新調整政黨與環境及政黨之間的互賴關係,並藉以產生合超效應。唯在臺灣政黨特性的制約下,仍應注意到理念、組織、管理等層面的影響,務須經由妥適的治理過程,方能達及擴張政黨勢力版圖等願景與效益。以政黨合併的特殊性評估有關國親兩黨合併的意見,似仍有合超效應必然產生、民意支持足以為恃、策略考量可以成事、理念革新可以忽視等盲點與迷思。其次,再將焦距設在:探討政黨合併的四種可能模式,包括創設整合架構模式、兩黨整合運作模式、兩黨之一解散模式、兩黨解散重組模式,並分別由組織結構與變遷過程兩個面向予以鑑定。質言之,本文認為:在政黨合併過程中,一旦缺乏治理組織相關因素的考量,勢必影響政黨合併的順利或成效。 |
| 英文摘要 | Inter-party merger is a particular type of party relationship and it is rarely discussed. On the historical moment of Taiwan, it is important to deeply investigate this topic. This article, first of all, distinguishes party from similar concepts such as party cooperation, party alliance and party realignment. Then the article describes the characteristics of inter-party merger through examining the concept of inter-organizational merger and inter-party merger. The second focus of this article is to disclose the motivation of inter-party merger. They are to readjust interdependence relationship between party and its environment and produce synergy effects. However, the way for parties to expand their power domain in Taiwan is to arrange appropriate governance process and consider the effects of idea, organizational structure and management on the merger operation. As regard to the assessment on the case of KMT and People First Party (PFP) from the perspective of inter-party merger, this article firstly provides some visions and benefits of merger, and analyzes the blindness and myth in the merger behavior and anticipation such as the inevitability of synergy effects, merger success depending on public opinion, accomplishment by tactic use, and ignorance of idea innovation. Then the paper constructs four possible models for inter-party merger. They are creating an integrated framework model, integrative operation of both parties model, either one dismission model, and recombination of both parties model. Then they are assessed by the parties criteria of organizational structure and organizational change process. In conclusion, the article recognizes that the smoothness and efforts of inter-party merger should come from full consideration of organizational governance factors. |
