中文摘要 | 人力資本衡量目的,是運用簡易之檢測工具,透過每一個具有指標性功能之評估指標,指引機關從事有效之人力管理措施。尤因人力為政府及各機關競爭力之最大關鍵;如何透過有效的管理措施,充分運用機關內部員工之潛能,使其發揮最高的績效實屬重要。藉由本次公務人力資本衡量之診斷及衡量分析,期以瞭解本館整體公務人力資本之現況,並作整體優、劣勢分析。文末並建議本館未來人力資本管理的強化重點及策略,以期提昇整體員工之服務品質及成就感。 |
英文摘要 | The goal of human capital measurement, is to exercise a simple examination tool, by making use of each target, to beacon the direction of the institution to be engaged in the effective manpower management measure. Especially the manpower is the primal key of the competitive ability of government and various institutions, by the effective management measure, to fully utilize the potential of the staff and to enable them to display the highest achievements. The diagnosis and the analysis of the official business human capital measurement are to understood present situation of the overall official business human capital, and to make the whole to be superior. The analysis of the superiority and the inferiority will suggest the improved strategies of the future human capital management to this center, in order to promot the quality of service and the achievement of overall staff. |
