英文摘要 | Due to the rapid development of economy, agricultural production is gradually declining, in addition to a low proper income and out-migration of rural population to cities. Aging and waning rural village is gradually losing its productivity, vitality and attraction. Along with the change of the economic structure in rural society, present-day rural village is not only confronting problems with agricultural production and low income, but also more problems with various strata of life, including society, culture, environment and physical construction, etc. Therefore, an entire village development has become an important part of agricultural policies. In 1992, 179 nations signed Agenda 21 in Rio de Janeiro to emphasize care full utilization of resources and environment maintenance. In Germany, for example, Bavaria implanted its goal of rural sustainable development by creating a 21 century rural development project in the spirit of the Agenda, and it became an important mission for Bavarian rural development and rural transformation. The role of villagers in the process of rural transformation has a very important function. All development plants and policies must be based on the villagers who participate in and exert influence on them. Furthermore, villagers’ consciousness about their community and villagers’ participation are important bottom-to-top links in the whole process of village development in which a strong communication spirit was created under such extensive participant that enhanced the villages’ willpower and sense of belonging. |
