中文摘要 | 為了有效管控技術學院中長程發展成效,本研究參考廣泛運用在評鑑學校成效的背景、輸入、過程及輸出模式(CIPP),發展成效分析指標,設計綜合評價量表,選取我國六所由技術學院申請改名科技大學,有實務參與教學、研究且與校務發展高度相關的一級行政主管三十位,實施專家座談及德爾懷問卷三次分析技術學院中長程發展成效指標,回收廿六份經三次無母數統計分析,發現專家對CIPP四個項目的52個指標的看法一致。 最後由文獻探討及資料分析歸納本研究結論如下: 一、成效分析所建構之綜合評價量表CIPP四個項目及52個指標是可供作決策、權衡方案及具體執行的範本。 二、我國技術學院中長程發展應與一般高等教育有區隔,實務性的教學研究與服務功能方面可凸顯技術學院特色,與企業界員工、組織緊密結合,產學合作、專利發明可發揮其特色。 三、由德爾懷問卷三次分析及專家座談取得對內在成效項目及指標看法的一致性,建構綜合評價量表,各校依其資源、屬性、規模、重點及特色,權衡綜合評價指標的加權比重,正可因應各校動態環境的背景(context)及差異特色的權變,制訂技術校院中長程發展的參考。 四、技術學院可依組織發展時期,透過校務發展會議依發展特質分析每一時期評鑑內在成效各個項目的權重及各評鑑範疇。針對指標特性選用評量法、決定評量範疇、制定評量標準。 |
英文摘要 | In order to control the effectineness of intermediate and longrange development in technical college. This study utilized the features of technical college and evaluation indicator of CIPP (context, input, process, product) model, and then construct three times Delphi questionnaire. There are 26 experts who serve in six scientific universities participate committee and opinion. Finally, by three times anaysis about questionnaire into four items of CIPP and fifty-seven indicator. This study induct as follows conclusion by background, purpose, method, data analysis and discovery: 1. To construct the effectiveness evaluation questionnaire which include four items of CIPP and fifty-seven indicator. It supplies reference and form for the intermediate and longrange development in technical college. 2. The features of technical college which is difference from the general university must be set up. 3. According to scientific universities' experiences of intermediate and longrange development, evaluate the tendency of development, establish effect subject with resource, attribute, pattern, keypoint and character to evaluate ad promote the development effectiveness. 4. Technical college according to its character of intermediate and longrange development, discuss the weighing of indicator. The systhesis evaluation questionnaire can check the intermediate and longrange development. |
