中文摘要 | 臺北市文山區的指南里位居該區的東南方,是為佔地面積較廣,較具坡地農業經 營特色的地區;加以近年人口呈現成長趨勢,茶園及聚落分佈較為集中,觀光資源豐富,是 以遴選為規劃都市型富麗農村社區之示範地區。 本研究為能掌握研究地區之發展現況、發展潛力及其限制,乃派員多次至當地從事現況 調查,並對示範農戶與居民進行意見調意,以為研擬規劃構想並指引實質性規劃之依據。經 由各節研析,獲致結論為:(1)地區發展深具潛力,惟須克服多項限制,(2)釐清地區發展課 題,建立整體發展目標。至於農村社區實質規劃與發展策略,研提具體建議為: (1)實施開發許可與總量管制,以確保環境品質。 (2)劃定特定專用區,以應實際需要。 (3)土地使用特定專用區宜劃分功能區,並施予使用管制,以增進使用效率。 (4)整合道路系統並擬妥配合措施,以紓解交通負荷量。 (5)增置維生型與遊憩型公共設施,以提昇服務品質。 (6)依循分期分區發展計畫,以達妥善經營管理目標。 (7)儘速成立「指南富麗農村社區發展協會」,以落實總體營造新社區理想。 希冀藉著實質規劃與社區組織推動,以落實營造富麗農村新社區之理想。 |
英文摘要 | As a rural community located at Wen-shan District in Taipei City, the Chi-nan Li suffered management problems of tea crop farming. In 1980 the Govern-ment of Taipei City established the 'Tourist Tea Plantation' to help farmers to make adjustments to changing circumstance. To attract tourist, farmers opened tea shops and made disorderly buildings that are not allowed by the regulations. It is necessary to make plans to solve those problems and create a beautiful and prosperous rural community. The Chin-nan Li, a widely characterful hillside field that operated agriculture, is located at the Southeast of the Wen-shan district in the city fringe. The population of this area is increasing in recent years; The tea plantation and the settlement are centralized in the part of the areas; and the resource of tour is abundant in neighboring area. This is the reason we select this area to make the planning of flourishing rural communities in the urban fringe.' To master the development of the current situation, the potentiality and the confinement, we dispatch some representative to investigate the area current situation. In additional to listen the inhabitant for their opinions, we based on these data to the framework of planning to guide the physical planning. According to the previous analysis, we obtained the conclusion (1)the development of this area is potential, but it still needs to overcome some limitation; (2)To clear the subject of this area, we tried to build the development objectives. As for the physical planning and the development of the community, we propose some suggestions that formulate the system of planning permission, and delimit the Zone for Specific Use, etc.. |
