中文摘要 | 本研究之目的是增加我們對台灣公共建設專案融資的了解和建構一個風險評估結構以滿足台灣高鐵(世界最大的BOT專案)專案融資適當性的風險評估問題解決辦法。AHP理論提供一個對台灣高鐵專案融資適當性議題的專家意見評估風險屬性技巧。本研究發現以下風險屬性對台灣高鐵BOT專案融資的影響比較大﹕1.建設融資結構風險,2.系統開發與營運之技術風險,3.建設完成風險,4.建設與營運成本控制風險,5.建設環境風險,6.系統開發者之信用結構風險,和7.營運收益風險。整體而言,這些風險評估屬性可以影響73.55%的台灣高鐵專案融資適當性的風險。 |
英文摘要 | This study was designed to improve our understanding of project financing of public construction in Taiwan and to develop a risk rating structure which will satisfy the needs of THSRC (Taiwan High Speed Rail Company) BOT (build-operate-transfer) Project Financing appropriateness to resolve the risk assessment problem. The Analytical Hierarchy Process (AHP) theory provides a method to assess and employ professional opinions on the THSRC BOT Project Financing appropriateness issue. The findings of this study indicate that the following risk assessment attributes tended to have more influence in the appropriateness of THSRC BOT Project Financing: 1. the construction financing structure risk; 2. the technology risk of system development and operation; 3. the construction completion risk; 4. the construction and operating cost control risk; 5. the construction environmental risk; 6. the credit structure risk of the system developer; and 7. the operating income risk. Overall, these risk assessment attributes were able to influence 73.55% of the appropriateness of THSRC BOT Project Financing risks. |
