中文摘要 | 本研究目的在說明永續發展之含意與提出建構水土資源永續發展綜合指標之流程與方法。水土資源為支持人類發展之重要元素,水土資源退化將嚴重影響社會經濟發展而危及永續性,本文回顧相關文獻,歸納永續發展定義為在不超過環境承載力下可持續滿足現在與下一世代之需求;採取之措施必須是社會可行、經濟可行、及技術可行。此外,本研究中提出一建立綜合指標體系之程序及分析方法為(1)依聯合國DSR架構建立候選指標;(2)以模糊層級分析篩選指標;(3)以層級分析決定篩選後指標之權重;(4)透過權重及經過標準化之個別指標值可決定綜合指標值,三類模糊隸屬函數被應用於指標值之標準化,個別指標值可依其性質為愈大愈好、愈小愈好、或資源善用進行標準化。本研究最後建議指標體系可結合優化與模擬模式,發展水土資源管理決策支援系統。 |
英文摘要 | The purpose of this study is to define sustainable development and to propose a procedure to establish integrated sustainability indicators for water and land resources. Water and land resources are major elements to support human development. Their degradation will seriously influence the sustainability of human economic development. Based on reviewing related papers, sustainable development was defined that sustainable development is to satisfy human requirements of the current and next generations without exceeding environmental carrying capacity; strategies for achieving sustainable development should be social feasible, economic feasible, and technical feasible. A procedure and analytical methods for establishing sustainability indicators was suggested in this study. (1) Candidates of sustainability indicators can be selected based on DSR framework proposed by UNCSD; (2) A limited number of indicators could be selected by using Fuzzy Analytic Hierarchy Process; (3) Then, the weightings of selected indicators can be determined by Analytic Hierarchy Process; (4) After determining weighting and standardization of each single indicator, the value of integrated sustainability indicator can be calculated. Three types of functions were suggested for standardization, according to indicator's characteristics which could be "the more, the better", "the less, the better", or "efficiency of using resources". At last, this study suggests that integrated sustainability indicators could be incorporated into an optimization-simulation model to be a decision support system. |
