中文摘要 | 環境檢測是評估環境污染程度的必要程序,相關決策人員可以根據環境 檢測的數值來評估環境污染的程度是否達到法規的要求,作為環境污染改善或是 政府實施公權力的依據。然而若是方法的效能不足(檢測的準確度或精確度不 夠),則檢測所得的數據便不可靠。若是藉由這些不可靠的數據做為衡量環境污 染程度的依據,可能造成決策單位對環境污染程度的誤判,若是業者低估環境污 染程度會使其喪失改善的先機,同理若是政府官員高估環境污染程度則會使合格 的業者蒙受不白的損失。因此環境檢測方法的效能愈強,對環境改善的幫助愈 大。目前已公告不少環境檢測的標準方法,然而基於檢測時間、檢測成本、及其 他因素的考量,有必要對這些方法加以評估。另外有一些研究機構或是檢測單位 不斷的在研發新的檢測方法,來提升環境檢測能力,並且同時節省檢測時間與成 本。本文將嘗試定義一個環境檢測方法效能指標,作為評估各種新舊檢測方法的 檢測效能之用,並利用統計推論的原理建立一套評估環境檢測方法效能的客觀準 則。本準則除了用以評估既有的標準檢測方法外,亦可評估新研發之檢測方法, 進而決定是否接受此一研發方法,並公告為正式施行之標準檢測方法。 |
英文摘要 | Environmental pollution compacts the ecology of the earth and the quality of mankind life. Pollution control is urgently considered. Therefore, the EPA announce some regulations of pollution control and corresponding methods of pollution examination about any kinds of waste deposition to prohibit the deterioration of environmental pollution. However-,it is important' that a correct method of pollution examination just can provide the government to establish some resonable strategy of pollution control and the company to willingly obey those regulations of pollution control. In the past, the EPA formulates much pollution examination method about any kinds of waste deposition, but the rationality of those examination methods have never been evaluated. This paper defines an effective index of pollution examination to evaluate any pollution examination method, as well as provides a criterion to any pollution examination method by a statistic principle. Therefore, according to those criterion, the environmental management unit of government can be announced some reasonable regulations to effectively promote the pollution control in our country. |
