中文摘要 | 長久以來,臺灣基層農會扮演著農業服務系統中各種政策或活動最終執行者的角色,在其行政區所在地內亦是地方派系「角力」的舞臺,本身又兼具多目標功能的組織任務,因業務需要必須接觸的組織甚多,大致可區分為平行組織與垂直組織兩種,而基層農會與其平行組織與垂直組織的組織間關係如何?可分為那些類型?農會的組織間關係、決策自主性、資源利用策略等組織行為是否會影響其組織績效?本研究乃選定基層農會的38種平行組織及27種垂直組織,來探討基層農會的組織間關係,並建構其關係類型,再進一步分析其對組織績效之影響。 在對全省268個基層農會作全面性的郵寄問卷調查,回收率為59.18%,而真正成為本研究的樣本數為145個基層農會。在經過相關文獻探討、研究架構建立與資料收集,並採用群落分析、隱性結構模式分析、多類別邏輯迴歸及複迴歸分析後,獲致以下一些研究發現: 臺灣基層農會的組織間關係可分為四大類型,即平行開放型(18.6%)、關係微弱型(68.3%)、關係擴展型(9.7%)及垂直連結型(3.4%),其中以關係微弱型所佔比例極高,顯見臺灣基層農會的組織間關係雖多,但關係強度很弱,應加強其與外界組織的關係強度。 而以基層農會的決策自主性來看,可分為人事和業務兩方面,並可區分為高自主性的低控型,低自主性的雙控型及中間程度的內控型和外控刑四類。在多類別邏輯迴歸分析下,發現基層農會的組織間關係較強者,其人事決策自主性反而傾向較低自主性的非低控型,亦即組織間關係良好,可能反而干擾而降低了決策自主性。在資源利用策略方面基層農會可分為福利型、兼顧型及投資型三大類,但組織間關係、決策自主性、區位環境等因素對資源利用策略皆無顯著性的影響。 有關基層農會的組織間關係對組織績效的影響,本研究的結果發現各類型的組織間關係、決策自主性、區位環境在各細項的組織績效上各有差異,各變項對組織績效的影響方向與研究假設一致很高,但皆未達顯著水準;而以信用業務的績效,在區位環境上有顯著差異且達顯著水準,亦即信用業務的績效都市區位及中間區的農會明顯優於鄉村區位的農會,並非所有的業績績效皆與區位環境有顯著關連。 |
英文摘要 | For a long term, Taiwan Township farmers' associations play the final executive role of police and activity taking in agricultural service system. Because the complex functions of township farmers' associations have and their business need, they must contact with other organizations scattered over the local areas. The organizations which relate to farmers' associations can be divided into two types, one is parallel organizations the other is vertical organizations, the reason cause my interest is as following: What is relationship between township farmers' associations and parellel organizations and vertical organizations ? What type of relationship for them can be divided ? what is the relationship among farmers' associations, the decision making of autonomous, the strategy of resource utilized, all of the factors could be the influence to organizations performance. In this research we select thirty-eight import parallel organizations and twenty-seven import vertical organizations for searching the relationship between township farmers' associations, and then structure the type of relationship and analysis the influence to the associations' performance. Through mailed out the guestionaires to 268 township farmers' associations is land wide, the survey got the rate of feedback is 59.18% and real sample for this research are 145 associations, after discussed the related documents, built up the research structure, and collected the reference; then, used cluster analysis, latent analysis; therefore, got the research result as following: The relationship between township farmers' associations and other organizations can be divided into four types, parallel open relationship patteren(18.6%), weakness relationship patteren(68.36%), relationship patteren(3.4%), The highest percentage was taken by weakness relationship patteren, so it is very obviously to see that the relationship type between the township farmers' association and other organization are many kinds, but the relation strength is weak; therefore, to strengthen their relationship with outside organizations is important. On the autonomous desision making, personnel and business divided into heigh autonmy low control pattern,low autonomy bi-control pattern, intermediate inside control, and outside control for types. In multiple logistic regression analysis we find out that heigher relationship with other organizations their personnel decision autonomy tend to low autonmy non-low control pattern and that is well relationship with other organizations could interrupt and reduce the decision making autonomy. On the strategy of resource utilized, township farmers' associations can be divided into welfare pattern, taken care of welfare and investment pattern, and invest pattern three kinds. But there is no obvious influence on strategy of resource in the factor of organization relationship, and decision making autonomy, enviornment in different dustricts. About the infuunence of the associations' performance on township farmers' association, the result of this research comes out that between each organization relationship pattern, decision making autonomy, enviorment in different areas under each subtitle has its different organization performance influence and research hypothesis are very high, but still not reach on significant level. The performance on credit business, there high difference and does'nt reach on the significant level in different enviorment districts, which include urban and intermediate farmers' associations credit business performance is better than farmers' associations in township, but doesn't mean all of the business performance has strong connection with environment district. |
