中文摘要 | 本文對五堵上游集水區採微管理及源頭減洪的概念分散配置入滲、滯洪╱留設施,並以遺傳演算法結合降雨逕流演算優選減洪設施配置策略;五堵下游汐止地區則採用5組不同河道疏浚方案配合洪水剖面數值演算,如尚不能防禦10年頻率洪水則配合增建堤防,並根據成本最低優選減洪策略。結果顯示遺傳演算法能快速優選滯蓄設施配置方案,且偏向於集水區中上游設置滯留設施;另當堤防用地成本提高時,中上游設置滯蓄設施的經濟性則明顯增加,故於集水區設置滯蓄設施前宜詳加規劃,本研究成果及演算模式可供汐止地區減洪策略之規劃參考。 |
英文摘要 | This study applied the concept of micro-management and source control which included widely distributed infiltration and detention/retention runoff retarding measures in Wudu watershed. Genetic algorithms and rainfall- runoff models were used to optimize the spatial distribution of runoff retarding facilities. For downstream of Wudu in Shijr area, five different dredging schemes were considered. If a 10-year flood flows can't be confined in the channel, levee embankment required corresponding to the respective scheme would be considered. Minimum total cost was taken as the rule for selection of the regional flood mitigation alternatives. Results of the study indicates that optimal selection of runoff retarding measures distribution at watershed might be effectively achieved by using the genetic algorithms. It also shows that runoff retarding facilities tended to be installed at the upper and middle parts of the watershed for selected flood peak reduction percentage. In addition, when the cost of land acquisition for levee embankment raised, it appeared more economical to install runoff retarding measures at upstream of watershed. The procedures and models developed by the study provided as a valuable tool for planning of flood mitigation strategy in Shijr area. |
