中文摘要 | 基層農業推廣人員必需具備充分的專業知識才能有效地執行農業推廣工作,但是 目前農會推廣人員素質仍普遍以高農、專科學歷為主,其執行推廣工作時恐有能力不足之處。 因此本研究的目的在於探討基層農會農事、家政和四健推廣人員的專業能力需求情況。 本研究以概念圖示進行需求評估。首先透過問卷表,自158位隨機抽樣之基層推廣員獲 致其需求情況,然後挑選學者專家、推廣組長和推廣機構代表共10人,組成參與者團體, 參與者針對上述調查獲致之需求進行腦力激盪後,在農事、家政和四健方面分別獲得了52 項、58項及46項專業能力的需求敘述。再由參與者歸類與排序,經過分析後分別產生8個、 8個及9個專業能力需求群集。無論對農事、家政或四健推廣員,均顯示出溝通協調與領導 以及推廣哲理的相關能力為其最需要的專業能力,三類推廣員的共同需求尚包括組織規劃、 計畫研擬與推動、設計與資料處理等相關能力。此外,農事推廣員方面則尚需要生產及銷售 輔導以及作物栽培的專業能力,家政推廣員則需求自我發展與家人關係、家庭生活管理、環 境管理等相關能力。四健推廣員則需求青少年輔導、活動辦理、評估等專業能力。 根據本研究之發現,建議日後新進推廣人員的任用能力認定以及對現任推廣人員在職訓 練課程規劃之方向,以使基層農業推廣人員能擁有足夠的專業能力,負責臺灣農業發展的推 動工作。 |
英文摘要 | For executing agricultural extension work effectivlely, local agricultural extension agens should have enough professional competency. Most agricultural extension agents have graduated from senior vocational high school or college, their knowledge is still quite limited. Their professional competency needs to be improved. Exploring the professional needs of local agricultural extension agents is the major purpose in this study. Concept mapping method was adopted in this study. Firstly, the developed questionnair was given to a random sampling of 158 local agricultural extension agents for expressing their professional needs. Then a panel of ten participants was assembled, which included social scientists, leaders of the agricultural extension agents and representatives from the agricultural extension agency. After reading the questionnaire responsese, the panel participants brainstormed and generated 52 needs statements for farm extension agents, 58 needs statements for home economic extension agents and 46 needs statements for 4-H extension agents. The needs statements were sorted and rated by the panel participants. Finally using a computer program, 8 clusters of needs statements were generated for both farm extension agents and home economic extension agents, there were 9 clusters of needs statements identified for 4-H extension agents. The results indicate that: the communication, coordination and leadership cluster and the extension philosophy cluster are the most important competencies for all three types of extension agents. More common needs for all local extension agents are the organization and planning, the planning and executing of programs, and the designing and information processing clusters. In addition, the needed competencies are production and marketing, and cultivation of crops for the farm extension agents. There are self-development and family relationship, family life, and management of environment for the home economic extension agents. Youth counciling, activities executing, and evaluation of activities are the needed competencies for 4-H extension agents. The required competencies of recruiting local agricultural extension agents and curriculum planning guidelines of in-service training program for extension agents are outlined in this study, for the all local agricultural extension agents have professional compency to take responsibility for agricultural development in Taiwan. |
