英文摘要 | For more than fifty years two basic and interrelated facts or truths have shaped and subsequently characterized Canada's role in the world. The first is the disproportionately large role that the United States has played, and continues to play, in the economic, social, cultural and political lives of Canadians. The second is a significant commitment to the principles and the practice of multilateral diplomacy and multilateral management. Dramatic recent events in world politics have caused Canadians and their governments to reconsider these two basic truths. In a post cold war world, where the principal driving force in world politics is no longer a single, identifiable external threat, the logic of multilateralism has come under some considerable scrutiny. This fact has led to significant implications for both security and defense policy and for foreign economic policy. Among other things, the post cold war world is a multipolar world that is increasingly characterized by the formal and informal drive towards regions and regionalism. On the surface, all of this suggests that Canadian governments are faced with a serious dilemma. It would appear that Canada has had to choose between multilateral institutions and arrangements on the one hand and regional ones on the other. However, I will argue here that the current Canadian government has pursued a foreign policy that has attempted to follow these regionalist trends in world politics while at the same time remaining committed to the general principles and practices of neo-liberal institutionalism and multilateral management. The central thesis of the paper is that the interplay of changed and changing circumstances coupled with Canada's longtime commitment to neoliberal principles and to multilateral management has led to a situation in which regionalism, regional organization and, in particular, the Asia Pacific region has come to play an increasingly central (potentially determining) role in Canadian foreign policy. |
