中文摘要 | 本研究針對教育單位對新移民子女教育政策之執行進行探討,瞭解教育行政機關教育政策執行的現況、影響的因素,以及其缺失與改進做法。主要的研究目的如下:一、瞭解我國新移民子女教育政策沿革與轉變。二、分析影響當前教育單位對新移民子女教育政策,在執行時的目標與實際執行間的落差,以及有何不足與缺失。三、透過臺北市文山區的個案實證調查,呈現該項政策在實務執行上的真實面貌,並提出相關改進建議,供教育單位作為未來決策之參考。本研究採用文獻分析法及調查問卷法,首先蒐集相關文獻,作為理論依據及目前執行現況說明。再根據文獻分析所得結果,本研究自編調查問卷,針對各校授課老師進行問卷調查,以瞭解在第一線的教育工作人員對於相關政策的執行情形、影響地方教育行政機關教育政策執行的因素,以及我國地方教育行政機關教育政策執行的缺失與改進做法,並進行實證之分析與探究。再將實證調查分析部分做一整體整理,得出結論,並提出建議供相關單位參考。 |
英文摘要 | This research aims at investigating the educational policy implementation regarding new immigrants' children to understand the current situation, influential factors, flaws and areas for improvement of the educational administrative authorities' policy implementation.Purposes of this research are:1. To understand the background and the changes in educational policies regarding new immigrants' children.2. To analyze the current situation of the educational administrative authorities' policy implementation regarding new immigrant's children. By exploring various examples from WenShan District in Taipei, the researcher revealed the status of the policy and proposed suggestions for future execution's reference.This research utilized questionnaires to investigate the execution status. A general survey on 1050 elementary school teachers in Wenshan District was performed. The data was analyzed according to descriptive statistic, reliability analysis, independent t-test, and one-way ANOVA.The major findings are as follows.1. New immigrants' children policies shifted from being separate projects to a dedicated responsible agency.2. Current situation in Wenshan District:(1)Elementary school teachers' overall awareness of policies on new immigrants' children is relatively strong.(2)Many schools are lacking of teaching material development and school facilities enriching.(3)Most teachers are satisfied in the amount of manpower though the opinions varies in regards of whether the policies are overlapping each other.(4)Most teachers agree that they feel confident in their professional skills and their schools do provide required assistance.At the end of the study, suggestions are provided for educational authorities and researchers who wish to conduct further investigation. |
