中文摘要 | 本文檢視了台灣地區教育決策當局所擁有的教育研究資料,發現和教育決策相關的教育研究資料嚴重不足;尤其是缺乏基本之教育總體輸出面向的資料,如各級學校的學生之學業成長紀錄和行為變化的描述等,及其相關的背景情境與過程面向的資料。 另外,本文也從社會價值觀和教育行政制度兩個層面,分析說明了台灣地區教育研究資料缺乏的可能原因。「過度重視教育」的社會價值觀,可能使行政當局和立法當局都習焉不察地只注重教育的「投入」,而忽略了檢視教育的「過程」和「總體成果」的資料搜集。教育行政上的強調一致性,也使教育研究資料的搜集缺乏了原本可以豐富的「過程變項」的資料。 本文對於如何提昇教育研究在教育決策上的應用功能,有兩個方向的建議。一是加強教育研究者與社會各部門的對話功能,教育研究者所扮演的角色不只是「提出教育主張」而已,而是必須進一步「提供及分析教育訊息」給教育行政機構、教師團體、大傳媒體、立法部門、家長團體、和「教育研究社群」本身。教育決策單位的政府部門,可以考慮以特殊的規範來增強教育研究和教育實務之間的連結性,如「政策引導性的夥伴關係(policy-induced partnerships)」。其次,教育主管當局在搜集教育資料時,應考慮請相關的教育研究人員提供意見,以增加所搜集資料的使用價值。政府在做實際教育政策決定時,也宜在教學與學習的面向上少些一致性的要求,以讓教育研究人員可以有更多樣性環境去做比較性的研究。最後,教育決策部門必須要預見社會各部門對教育要求焦點的改變,搜集有關教育總體產出和成長的資料,以及教育過程面向中和「效率」及「效能」有關的資料。 |
英文摘要 | This paper examined the current status of educational research data in relating to policy-making. It was found that the research data relevant to the educational policy in Taiwan was in serious shortage. The data were lack of some basic educational outcome variables, such as academic achievement over a period of time for different educational level students, as well as the description of change in students' learning behavior. The analyses of this paper pointed out two antecedents of the lack of educational research data in Taiwan. The prevailing values of "education" in the whole society makes the government, including both the executive and legislature sections, overemphasizing the educational input and consequently neglect data collection on educational outcomes(aggregate) and process. The uniformity of centralized educational regulations suppresses the capacity of data collection on "process variables". Two lines of suggestion were made in regard to advancing application of eductional research to educational policy-making. The first line of suggestion is for educational researchers to enhance the quantity and quality of dialogue between them and various stakeholders of education, such as teacher unions, parent association, mass media, administrators, and legislators. The second line of suggestion is for educational ministry to enhance the application of research to its policy-making by ways of "policy-induced partnerships" and reducing the uniformity of educational regulations. In addition, the education authority must envision the shift of demand of education from the society at large. More attention should be drawn on educational outcomes and process, instead of inputs. The research data collection should focus on the "efficiency" and "effectiveness" of educational inputs. |
