中文摘要 | 當前中共主張「一個中國、一個主權、兩岸為一國間之兩個關稅區」,我方則不 放棄主權、國旗、國號、立法權、航政管轄權,形成通航諮商的歧見。但直航、直運及通航 不同的定義,能直航及直運,並非能通航。而兩岸政治、法律、安全主張不同之下,既無法 直航,也無法直運,我方又要突破「亞太營運中心」的設計,只好設置「境外轉運中心」作 為一過渡期,待國家統一綱領進入中程階段,再直航或以經貿營運特區作為直航之試點。但 兩岸關係希望留個迴旋空間,目前經貿特區暫緩。而「境外轉運中心」我開放高雄港,大陸 則開放福州、廈門。日後兩岸航商可再協商開放更多港口及我可能開放國輪加入營運,非僅 限權宜輪。 展望未來,兩岸直航可循雙方歧見較小的部份加以協商解決,例如:定點直航的試點,如雙 方都能接受再擴大辦理。「亞太營運中心」的推展、「境外轉運中心」的設置,雖解決了部 份兩岸航運問題,但如能在安全秩序、尊嚴之下通航,既有利亞太營運中心的往前推進,也 有利於兩岸人民的福祉。 |
英文摘要 | Mainland China persists "One China, one sovereignty, two customs territory under one China". Taiwan never abandons sovereignty, national flag, national name (ROC) law making right and navigation administration, the above mentioned creates navigation negotiation difference. But the definition of direct navigation, direct ship-ping and navigation is different. Because of political, lawful and safe policy of Cross-strait is contradictory, it can't adopt direct navigation and direct shipping. In this situation, Taiwan try to break through Asia Operation Center planning and establish a temporary "Offshore Transhipping Center" as a transitional measure. One day Taiwan National Unification Guidance move to second phase policy, it can adopt direct shipping or a testing step of "Trade Operation Special Zone". But Taiwan expects a room to be a buffer presently delay "Trade Operation Special Zone". Taiwan open Kaoshiung harbour and China open Fuzu Kuenoy direct shipping port. In the future, China and Taiwan can open more harbour and Taiwan may permit national ship to operate The line, not only to give green light to makeshift ship. In the future, the direct shipping problem solution can narrow the gap. For exemple: the testing of point to point direct shipping, if it's acceptable, it can widely promote the policy. Although the promotion of "Asia Operation Center" and "Offshore Transhipping Center" can solve some navigation problem, yet if it can navigate under the safe order and dignity condition. It is useful to promote "Asia Operation Center" and welfare of Cross-Strait people. |
