中文摘要 | 本研究係運用資料包絡分析績效評估方法,用來作為衡量資源使用、資源配置策略與核心資源分析之績效指標值;另使用多變量統計分析方法,採整體的角度加以研究,藉此瞭解計畫性生產工廠營運活動型態及資源配置運用狀況。研究結果發現(1)研究發展投入規模對工廠經營績效、資源配置策略與核心資源均不顯著,此警訊值得計畫性生產工廠引為借境。(2)計畫性生產工廠近來資源配置策略均採成本領導策略,對經營效率非最佳的資源配置策略。(3)核心資源組合與資源配置策略所造成經營績效有較大變異,並影響整體經營績效。研究中亦發現建立一套系統性的「資源配置策略、核心資源、經營績效」關係模式,其分析模式可作為考核計畫性生產工廠資源配置策略,較明確地系統性績效評估制度,為當務之急,可避免資源浪費,增進整體國防力量。 |
英文摘要 | The DEA analysis of performance has been used as the benchmark for measuring resources utilization, resources allocation strategy and core resources analysis in this study. From all aspects and by means of multivariate statistical analysis, exploring the attributions of performance activities and resources allocation in the planned production factories. The results show (1)the relations between the scale of research and development and the performance, the resources allocation strategy or the core resources are all insignificant. This is an alarming signal for those planned production factories. (2)the cost dominating strategy, the resources allocation strategy adapted by planned production factories, is not the best resources allocation strategy as to performance effectiveness. (3)larger variations were caused by core resources combinations and resources allocation strategies and eventually affected the entire performance. This study also discovered that establishing a “resources allocation strategy, core resources and performance” relation model to review the resources allocation strategies of the planned production factories is extremely urgent. The model not only evaluates the performance precisely and systematically but also help to avoid resources waste and enhance the defense strength entirely. |
