中文摘要 | 台灣工商業的蓬勃發展,電腦科技日新月異,企業所面臨的挑戰已異於往昔,各 種潛在的危機隨時可能危害企業組織。在這資訊爆炸的時代,企業高度仰賴資訊科技,尤其 是銀行業,因其處理金錢之機構,很很為罪犯所設定之目標及其高度仰賴資訊數位科技,故 其在災害發生時,永續營運(Continuity of Business)的難度也相對提高。目前國內銀行業 對於危機的意識並不普遍,總是在災害產生後才重視問題,而忽略事前預防的工作成效遠大 於事後的善後處理。 本研究所探討銀行業危機處理模式及提出的「危機管理處理系統之建構」,可概分為危 機預知模式與?機處理模式,則是用來提供銀行業在發生危機時能事先有系統的計畫與栽取 因應的對策,其主要工髼即隨時收集存在於良行業中的危機訊息,定期更新;按照其性質, 加以分析、分類;再者定義出銀行賴以生存的關鍵作業流程(Critical Process)及不可或缺 的資源(Vital Resource);並決定各項危害銀行的危機因素、發生的機率值及造成危害的影 響程度等,藉此可預知危機的發生,使銀行安然地渡過危機或使其影響降至最低,並作好萬 全地應變及處置措施,及透過不斷地組織學習及調適來達到有效地危機管理目標,以期銀行 業永續地經營。 |
英文摘要 | Recently, Taiwan's businesses develop rapidly and information technologies change very fast. Then, the challenges of business are very various and more difficult to manage. Any kind of crisis happened will cause a major damage or disadvantage to business management, especial in computer technology highly dependent companies, such as banking business. At present, most banking businesses are lacking in the concept of crisis management. Therefore, a crisis management system is provided. In this research, a crisis management system modeling is discussed including the following two models: (1)predictable model and (2)survival model. These models are used to provide that (1)collecting all related information and updating all necessary information periodically; (2)analyzing and classifying the information; (3)defining critical process, vital resource, probability and damage. Then, banking businesses will predict and manage every potential crisis in ahead, and deal with and contingency more systematical and effective to make business keeping away from crisis and running businesses as usual. |
