中文摘要 | 基本上,就地震危險的特性而言,因其損失的巨大性,且就某特定地區來看,常需間隔相當長的時期才發生一次具破壞性的大地震,因此,一般咸信,純粹由商業保險公司來經營地震保險制度是相當困難的。另一方面來說發生了大震災,就政府立場而言本就負有救濟的責任,所以與其在災後彌補而妨礙政府財政,不如事先詳予規劃視為公共政策的地震保險制度,並參酌日本實施地震保險制度的經驗與我國現況,於短期階段先引導民眾的危機意識,並由產險業配合由火災保險自動附加基本小額的保障,再由中央再保險公司統一規劃再保險事宜;長期階段則宜透過立法程序,制定地震保險法及相關法令,實施地震保險制度。 |
英文摘要 | In terms of catastrophic loss, area and frequency, earthquake is destructive, limited in specific region, and infrequent. Therefore, it is generally believed that earthquake can not be simply insured by insurers. On the other hand, the government bears the direct responsibility to bring relief to the devastated area, if an earthquake comes to being. Paradoxically, the authorities usually pay the price to deal with the aftermath rather than adopt a comprehensive, detailed and effective earthquake insurance program. It is suggested that the government should not only tailor the Japanese earthquake insurance system to our need but also, in a short term, arouse the public awareness of earthquake. For one thing, P/C insurance companies can provide front-end protection for the public through the endorsements attached to the Standard Fire Policy. For another, the state-owned Central Reinsurance Company formulates the reinsurance program. In consideration of status quo in Taiwan, the legislative body must enact Earthquake Insurance Law and other related statutes in order to have a robust earthquake insurance program. |
